Help:Wordpress Theme/Script suggestion for my new project

I write from Ghana, on the west coast of Ghana. Currently our parliament has 275 members of parliament (MPs) representing same number of constituencies. Now, I need a wordpress theme/script that will be suitable to capture all of them on the same site. The theme should offer me the flexibility to create easily navigable pages for easy browsing experience for the visitor.
The idea for creating individual page is to give them the platform to:
Publish a profile of them and the constituency/district they represent
Showcase projects and developmental activities they are embarking on
Blog about topical and political issues
In the end, become reference point for people seeking information for any MP in the country.
