Does the designer need to draw four sizes of layout before a programmer
to put them on a website?

    I recommend to make 3 or more different mockups.

    1. Desktop dimensions (1024x768 minimum)
    2. iPad dimensions (landscape or portrait)
    3. iPhone dimensions

    I must admit that I personally begin coding with the desktop version and later on testing the other dimensions on e.g. responsivedesigntest.net (<- one of my sites).
