Hiya,

I am working with Optimize Press Blog page theme, and have hit a bit of a road block here trying to layout the nav bar locations. Having watched the only video OP offers with little resolve, fig I'd ask here.

This is how I'd like the nav bars laid out... again, using Optimize Press> blog template.

*This first image below is how I would like things to layout, with Nav (A) at the top, and nav (B) below the header...

Also, is there a way to create a page without it automatically showing up on the bottom nav bar in Optimize Press?

Not sure why you think OP has 2 menu locations available on a single template.
Note: The sales and squeeze page templates (some) allow you to move the menu above or below the header but not both, not 2 separate menus.

There are 4 menus available in OP. (created in "appearance-->menus)

    - Membership Menu
    - Blog Menu
    - Sales Page Menu
    - Squeeze Page Menu

Each menu works for the templates within that "type".
So the blog templates use the "Blog Menu".
There are not 2 separate header menus for any template.

Technically there is, if you count the footer menu, but not in the way your asking.
You didn't say what version of OP your using, but I'll assume v1.55
