Need developer for new local portal site

I am interested in designing & launching a new local city portal. I plan to have specific functionality that will differentiate this site from all of the canned (directory) software and city portals I have seen to date. I currently favor Joomla as a development platform but am open to other options that will deliver the intended functionality.

I am in the early phase of this project and wish to align my company with a developer who has expertise in CMS/Portal Development.
