You should check out Learn to code | Codecademy. Its not book but they have great tutorials. Trust me its worth looking at. Plus they also cover Javascript & PHP.

you can learn online using W3Schools Online Web Tutorials and can practice your code at Free real-time web wysiwyg html Editor online also

I've learned HTML&CSS by reading books.Works better for me than web or video tutorials.

By far the best book i've read so far is "HTML&CSS design and build websites" by JON DUCKETT
This book is really targeted at beginners without a technical background. Has a lot of pictures and the lessons are given in such a way that it doesn't seem gimmicky.
You can find it on Amazon.

DJL - I read that this book comes with a CD and 'Access Codes' but can't get confirmation. Would you recommend a new edition with those things intact or would a used edition (w/o said accoutrements) be fine for a complete newbie?

I would recommend getting the most recent edition available, as there have been quite a few changes in recent years.

Amazon has a number of used 3rd editions (the most recent edition) available for under $2. I'm thinking since I am simply researching web design for my brick & mortar business, a used copy would do, unless there is some information on the CD that is critical.

I also suspect that a new edition could be in the works, since the publish date is 2006.
