Anybody have any idea how to do something like this?

Is there a script or tool of some sort for doing this?

Its almost like a pop up but the color scheme of the backrgound is different so perhaps you could use something like wp pop it or other pop ups type plugins to create this effect just make the background white and simulate that site.

Yeah, I'm not so much worried about the pop-up. More trying to figure out how to do that hover-effect to 'see' the background.

I have three suggestions to you:
1.- Post these kind of questions in the programming area.
2.- If you know about programming press Ctrl-U in the page (if you are using Mozilla-firefox) check the code and copy the code and the js and css files called by this program and play with the code in your own server.
3.- If you find it too difficult ask for help at fiverr.com look for a jquery and javascript programmer for this task.

Look at their source code. It really isn't that hard. I didn't spend too much time looking at it, as the effect seems very simple to accomplish, but I'm pretty sure it has something to do with this script: StackBlurForCanvas
