How To Convert (Or Slice) This .PSD to create a HTML Page?!! HELP PLEASE

I've created a .PSD file and I'm not sure what the best method is to create an HTML file from the .PSD. I've experimented with alot of things and the main issue that I'm having is that I would like for the background (the blue and white clouds) to span across the entire background of the web page and I'd like for the rest of the images to be centered in the middle.

All help would be greatly appreciated.
