You can do this in Photoshop (if you have it), Codekit, other programs but what you're probably looking for is something like this:

Free Image Optimizer - Compress and resize photos

This is the first site that came up in search but there might be better ones.
*Disclaimer I've never used this service*

I would start with 'best quality' and rinse and repeat until it gets down enough. Definitely make sure you check that it still looks good.
