Is there a way to make an html code that will rotate banner ads from clickbank every time someone refreshes?

2 options php or jquery.

I wouldn't go with HTML....you'll run into lots of bugs and lots of code

  I use this one WordPress › Random / Rotating Ads V2 « WordPress Plugins
  
  I prefer it to the new one that's listed on the WordPress.org site. It works just fine for me.

If you want to use it for wordpress, search for "banner rotator" plugin

If you want a generated html, use this free tool -> click here

If you are using wordpress, you can still use the free banner rorator tool easily - 1. create a widget, and set it to "TEXT", 2. input the generated code.
