That is probably a WordPress site, if it is not you can create a very simlar site using WordPress. If you need someone to customize the site for you I recommend you post the project to Elance, here people will apply for the job and then you can select which one you think is best.

They use their own CMS written for this project. And thats the way it should be. If you want similar website - hire someone who will code it on Django, RoR or maybe on some php frameworks. I don't think it will cost you a fortune.

Was going to post the same thing, except recommending RoR or ASP

The best way to ensure you have a website that will always meet your needs, is to get it developed from the ground up with a custom CMS. Even if it is light in the beginning, if made properly, you will always be able to easily expand. Plus us developers love repeat business!

... and as long as you keep paying for the developers who created it to keep expanding it to meet your needs. $$$$ $$$$

Yes, and the developers who created your custom CMS may be the only ones who are willing to expand it or work with it, so they will likely get the repeat business!! $$$ NICE $$$

On the other hand, many established CMS are easy to expand upon and have a large pool of available developers who are familiar with those systems.

Depends on developers. Some of them follow "Best coding practices" so applications can be easily expanded using modules.

What's wrong with RoR? (ok, not asking about ASP, I've added it only because the website that was an example made on ASP )

Oh nothing at all! I love RoR now that I got to learning it last summer. We just use ASP a lot more because of Visual Studio and our obsession with twitter bootstrap. The first thing done for every project we start is installing it in VS and creating the page structure.

I just personally love that part, lol!

Specifically if you want to know what CMS was used to build that site is was NetObjects Fusion 2013.

The reality is you could have that built in Wordpress with no issues. I might think a stripped back Virtue theme might do the trick.

Wordpress is the best tried and true CMS. Unless you are attempting to run a forum, directory site, custom scripted site, or anything of that sort I HIGHLY recommend you stick with Wordpress.
