Is photoshopping part of building client websites?

Lets say you had a standard price for building a website and someone wanted 150-200 photos put on the website, not that big of a deal if they are already formated, sized, etc. correctly, but what if each one was huge pixel wise and need to be resized and something written on each photo. How much would that bump the price or would you include all that?

Or should clients send all photos(if more than a small amount) to someone to get photoshopped and perfect before sending to you so all you would have to do is insert them or gallery them correctly?

And if they expect you to do the photoshopping then you would charge extra fee for that?

My prices are based on the work involved, I have rough pricing per page, that would include one or two photos per page. If someone had many photos per page, the price would go up, no real set amount without seeing the actual situation.

...Even if you're on the right track, you'll get run over if you just set there.

I charge by the hour. I would approximate how long it would take to add the photos and charge accordingly. If I had to resize images, add text in Photoshop etc., I still charge by the hour.

Same as above, unless I'm charging less hourly price for simple tasks.

I have "package" prices and custom prices. For package prices it's mentioned up front what is included so I wouldn't have a surprise like that. For custom prices I get as much info as I need from the client before I give him a custom quote and in that case I would know about the images that need to be uploaded and I would keep optimization in mind when I create my price.

Never lock yourself into doing things that are not worth the money to yourself. To resize and watermark 500 images, it could take you days of work.. do you like working for peanuts every day? Make sure you account for the time needed to be spent on the project, and charge accordingly! Get all needs from the client up front and fully understood before quoting a price. You do that, and you will prosper as a developer/designer!
