How could I create a website like this ?

Boatsonline doesn't seem to have been built with Wordpress.

Enter a URL into this page: WordPress Site Scanner | FreelanceWP and it'll tell you if a site uses Wordpress and if so, which theme it's using. I believe some scanners even let you see the Plugin's being used. If you can find a site you like that's been built with Wordpress, it'll then be very easy to pick apart their website and then create your own.

If you can't find any using Wordpress, then the next thing to do, would be to have a look and see if you can find Wordpress plugin's to manage directories and which allow users to submit directories themselves. You can always upload listings yourself manually, but there will always be a limit to this and ideally you do want this feature done by the end user.

Moving onto web design, if you can find the right plugin's within Wordpress, I suggest you have a look at Theme-forest for a theme to use. I've bought a couple of themes from there in the past and not only do you get really helpful and quick support from the theme creator (as their responses often generate new sales), but the theme's are really good quality and put together well.

In terms of the actual web design of Boatsonline, I'm not actually that impressed with the design of the page, only the functionality. When you're starting out and don't have many listings or visitors to your site, a very nicely designed website will be your best chance of encouraging people to upload their own listings.

Also in terms of payment, have a think through your options:

1) You could either offer the first 1000 listings free as a promotion to get some starter listings on there.

2) You could offer all listings free, but charge for them to be featured on the front page at a daily fee.

3) You could do either option 2 or make all the listings free, but pay for the website through getting adverts on your site.

4) You could charge a fee per listing

I would also think of how you'll initially promote your website. It might be worth getting 100 listings in whatever way you can, and then get listed in free papers, free listings online, pay for some Google, Twitter and Facebook ads. By only doing that when you've got a few listings on there, I think you'll maximise what you put into your marketing budget.

If you're serious about making site then try to research first topic and see which has the most potential go with it.

my advice, do something else, something simpler, this is too much work, specially if you are not experienced enough and have not thought out your business concept well enough, or done any proper market research

Few years ago I created site like this using DNN (a content management system). There was a third-party plug in for real estate that I adapted for my boat listings. It worked relatively well, but limited customization possibilities. I think most successful data driven sites are developed from scratch and are quite expensive.

It is not advisable for you to go with a premade software if there is. Wordpress can handle that for an initial setup but it might cost you a lot of doing those custom functionalities. You might wanna invest in information gathering first of how can you make a revenue with this, its downturns, etc. before you invest of hiring developers to do a custom content management system exclusive for your business needs. It is much scalable, customizable, and maintainable.
