    For just Designing, imho, NO. We must all be aware that Designing is not Coding/Programing/Developing. Though it is an added point for you as a Designer if you can. What you need to have for designing are being keen on details, aestheticism, UX sense, skills in using design tools such as Photoshop, and even a good understanding of marketing.

    HTML provides the structure for websites, and CSS is the one responsible for the designs. These two are completely different things. You cannot design a website with only HTML.

    It's very handy when you know HTML/CSS whatever platform you are using, you need these basics.

      and before you start coding its also best to learn how to create an interface using photoshop or whatever graphic software you prefer.
