If you're talking about a Wordpress blog, here are some tips for that:

Theme
I personally prefer to use Thesis as my theme framework. It has several features that make it easy to customize and is well-structured. Others prefer the Genesis framework. Either way, this is a good place for you to start.

Colors
Your colors should compliment your logo and your brand.

Side widgets
Many people utilize this space for a call to action such as promoting a special offer or providing a form for visitors to sign up to your email list. Other widgets you can add here are badges for your social media, your author bio, or a menu of your latest blog posts.

Footer area
Put your logo here along with a website menu. This will be a secondary navigation. Also add your copyright and terms of use/privacy policy links.

Categories and tags
You can use these to establish a theme for your website and pages. It can help search engines understand what your content is about and it's relevancy in your niche. Determine what the categories should be for your website, then place your blog content under the appropriate ones.

Pages
The minimum pages you should have are: Home, About, Contact, Privacy Policy, Terms of Use.

I have a blog,I just start of saying hello to anybody who is going to view my blog,write about your daily life such as like what happened in school or you went on a holiday with your family(you can take some photos and post it on your blog) or maybe something interesting happened? You can end it by saying bye or saying that you need to go (eg. got to go eat lunch byee! hahas ) something like that.

You can also just add pictures and describe the picture(eg. photo of a lion you can say,look at the mean lion..rawrr..)

In my opinion, the most important part is, your blog should be responsive, so you would not be loose the traffic coming from mobile devices. Because now a days, mobile and tab, are the great source of traffic over web. So you should also consider them.

The most important part of it is accessibility. You want your blog to load fast, to work on any device * be responsive* and don't make anything too complicate. Keep it simple is your best motto !
