First of all I'd like to say that I have had the same issue with PPV traffic. Everybody talks about how great the traffic quality is etc. etc. so running a campaign test and getting no conversions is hard to swallow. But stick with it and you'll get it to work.

I suggest contacting them and asking them what you can do to make the traffic work for you. Show them you're serious about using and putting money into their network by reaching out to them and you'll be surprised what you can learn.

  My suggestion would be to try using landing pages and Put yourself in customers shoe and think what will make you signup for this offer , DO some research on marketing angles

Just study more and more on paid campaign then start.

There are a lot of factors are involved in paid campaign. Go to youtube and search by keywords.
