Lead Impact and AdOn Network are the same company.....?

I just want to share this with you guys, I am using Lead Impact for more than 18 months and lately I realized that quality of traffic became very low the volume is very low as well, so I decided to join Traffic Vance, they have accepted my application but they don't accept funds using my credit card because I am from Egypt and the only way to fund my account is by the wire transfer and that is almost impossible here in Egypt and I cant make the wire transfer due to the banks policy.
So, I decided to join Adon Network and I emailed them to clarify some details and I was shocked by their answer that is attached in the image below:
