    None will allow it explicitly. "Pop ups removal" ruins their business model and virus warnings that mimic an OS get them sued. You either cloak or you do it very subtly on any PPV network.

    LeadImpact isn't allowing these offers. Only on a case by case basis. They'll call the tech support number and if they say they can help remove pop ups- they won't allow it. like @GodofCPA said.

      No they provide them a genuine softwares (Paid Versions) and really give support to the user about their Computer Fixing Issues etc

    No, not all networks allow it. Currently I am using adcash but they require minimum 1K to start with and it doesn't always bring good ROI. Make sure to ask your account manager to target "good" zones; otherwise, it may be a waste of money. My AM's skype is: ozgur.adcash
    He should help.

    You can also check adventurefeeds; not sure about right now but they used to allow it.
