Confusing ad server and traffic tracking softwares

I am studying about media buying as an advertiser. My budget is not huge (let's say $500 - $1000 per day).
But am realy confusing about these two tools: "ad server" and "traffic tracking software (like cpvlab or prosper202)"

Let say I am using CPVlab (prosper202) for tracking my advertisments:

Why I must use an ad server?
What is the benefits of an ad server over CPVlab?

Someone said that "CPVLab don't manage banners. An ad server does..." But what is meaining of "managing banners". What an ad server gives me more than simply putting that banner somewhere on my server..... ? Doesn't CPVlab enough to rotate/track the banners?

Thak you for your answers

    Hey man.

Checkout https://voluum.com/ for tracking instead of your hosted service.

    and

Checkout AdButler - The Most Loved Ad Server to Maximize Revenue. for an ad server for media buying.

CPVLab is like Tracking202 and Voluum.

cpvlabs, prosper, voluum or trackingdesk do not deal with banners. They are only good for ppc and ppv (popup) advertising.
      ad servers provide both.
On an other note, ad servers (epom, adbutler) are a lot more complex to manage.

The system that you should use, largely depends on the type of media buys you are going to do.

What is dealing with banners. Could you give more details about the process.
I only want to use self-hosted tools. I have enough technical skills for server management, programming etc. I only want to learn media buying business and tools. How things works etc...

and @ZephyrIon is right, pick a hosted service instead of propser/cpvlabs as you dont want to have to deal with hosting, security and setup.
      voluum, trackingdesk are the options

Self hosted ad servers - you should check Free Open Source Ad Server - Revive Adserver

Dealing with banners, means that the ad server will rotate the banner based on geotarget, daily cap, weight, campaign booking, advertiser priority and quite a few other attributes. Basically, you create a "zone" on your site which rotate banners. In terms of analytics, the adserver will count the impression (banner view), the clicks and normally the conversions.
Tracking platforms such as cpvlabs, prosper or trackingdesk do not serve banners and this is why they are only being used landing page visits, clicks and conversions.
Tracking platforms do have other functions such as counting multiple conversion steps, rotating landing pages, rotating call to action, AB testing landing pages etc... that ad server dont have.

    Re: self hosted vs hosted
it's not only about skill sets. It's often due to the management time required to deal with additional servers, updates, patches, security that people chose to go the hosted way.An other consideration might also be the scalability of your infrstructure compared to cloud computing and CDN capacity that have hosted solutions.
Media buying is complicated and time consuming enough, and dealing with infrastructure, NOC and other consideration takes your mind away from the marketing activity. (my 2 cts)
