Display Ads Networks

I am looking for ad networks that monetize via CPM.

I am already working with Criteo. I know Amazon has a CPM network that is invite only, so I've contact them and hopefully they accept me.

Are there any others? I've been looking around, but lots of them require an ad server. I'm looking for ones that don't need that.

    There tons of networks that will accept your cPM campaign.
    Since you mentioned Criteo I will assume you are looking for traffic with audience prediction, some e-commerce / retail products? If that's the case you might want to try Vizury and NextPerformance as well.
