I think it depends on what you are looking to do and what branch of "CPA" you are wanting to work in.

If you are just starting out with content locking, link locking or download locking then you probably aren't going to be using a network like Maxbounty. Something like CPALead would be a better option to begin with. Of course once you learned the ropes you could move on to having custom lockers with cherry picked deals from Maxbounty or a similar network.

On the other hand if you are looking to direct link to CPA offers with PPC campaigns and the such, or just promote more specific higher payout offers, then the best beginners option is Maxbounty in my opinion. The sign up and interview is relatively straightforward, and in my experience the affiliate managers have been incredibly helpful.
