    I would recommend to have a few hundred as a PPC budget, otherwise it will he difficult to test any offers with some quick traffic.

    Tools, I would say a web design or HTML editing program such as Dreamweaver and Photoshop would probably be my number one picks.

    At least in the low to mid hundreds range. There are sources out there with no minimums, but this does you no good as you'll never be able to get enough scale to get learnings and optimize future campaigns.

    When its about PPC, You gotta first of all learn the core things and make sure that you learnt enough to start testing otherwise you might end up burning your pockets.

    With PPC atleast 400-500 is fine for testing,etc..
