Seeking general advice for a CPA website.

First I'd like to start with what I am attempting to accomplish and maybe get some advice on what to avoid and/or some general tips to help me along. So..

I am working on a website that targets a particular demographic. That site will have an email submit to start building my email list for people in that demo. I plan on adding four categories of offers from various CPA networks I've recently joined. I want to do custom content for each offer on my site and have the link to the offer. I want to keep my email submit on my site at the top and I plan on having it scroll with the user so they can decide if they want to submit at anytime after reading my content. So my page will have four sub pages and each sub page will have an offer category with multiple offers and reviews.

So, if I use adwords as one of my means to drive traffic, I send a user to my site, then they decide to go to my category with what they were searching for, read my review, then click the offer link if they decide to try it. Is this a good practice or would this deter users? It feels like a lot of extra steps but I would like to build one page for one demo and eventually build more pages for each demo. I want to add custom content and I would like to provide some sort of value here because to be honest a lot of the CPA landing pages look generic and I wouldn't sign up for most of them, but that's just me. I check out the landing pages of each offer I am considering and some just seem shady.

The second thing I was curious about is the email list building and content delivery to said demographic. This is something I am completely new to. Do I use a service to handle my email collection? If so, any suggestions? Also, once my list starts to grow I would like to send new offers once a week or bi-weekly or something like that. How would I send an offer to my list? Is there an option for that in CPA networks, like contextual or banner just as an example.

I know these are some simple questions and that is a lot to read, I really appreciate the time and help.
