Lets say with Leadimpact of 50on red
the user sees a popup...
does the user's window have a scrollbar?
ie. will the user be able to scroll and therefore view your whole page?

or,
Should I make a LP that is small with a callto action right at the top?

    Yes, there is a scrollbar on the pops. The pop size has increased over the years so the size your landing page isn't as important anymore, but I would recommend building a responsive landing page that'll work well with any window size. I use Bootstrap for this

    Yes, the user will be able to scroll

    You should always test different variations. I've found window size in my testing isn't always as important as most would think for PPV.
