I've been promoting cpa offers for 15+ years.

I predominately promote PPL (pay per lead) offers because no credit card is required for an offer to be completed. All a user has to do is fill out a form in order to generate a commission. So conversions are typically much higher than offers that require a sale.

I favor offers that have some financial positioning...have a make, get or save money angle to them. This has overall worked the best form and tend to have greater mass appeal, so the potential to generate high volume exists.

There are many PPL offers that pay $20-60 each (some pay higher depending on the vertical) that work well on a front-end campaign. Offers that pay less and cpa offers that require a sale, I will run them on the back-end after breaking-even or turning a profit.

The above is pretty straight forward, but you need cost effective traffic regardless of what you promote. This is where I do thing a bit different than most.

I acquire fresh targeted data (email). By doing this I'm building assets that I then own and can market to the data over and over at little cost. Compared to what most marketers do, which is to buy traffic that usually results in one-time clicks. When I say targeted, I know what the users are interested in and that there is a specific PPL offer that matches their interest that I can promote. I also generate real-time co-reg that targets a specific PPL offer.

All I care about is breaking-even on the data and this goes back to what I just said, in that I'm building assets that I own. So when I get to break-even, it's not like I'm going to suddenly stop sending to the data, so turning a profit at this point is pretty much inevitable.

Anytime that I'm going to work with a new data source, I always buy a small sample and test it. This way I I can get an idea of how long it will likely take me to break-even on it, before spending a bunch of money. This greatly reduces the risk of getting a bunch of poor data or overpaying for it.

Once I break-even or turn a profit, then I test to see how aggressively I can promote additional offers. This is done by simply watching your stats and backing off, if anything become unacceptable.

Unlike traditional email marketing where you would want to send content and build a relationship with the list, this is not required. Doing this isn't going to make any significant difference in conversion rates, So you simple just send offers until they unsubscribe. While this may sound bad, a high percent will actually stick around for years. So in the end, there is less work.

Tthere's obviously much more involved and the above is just a basic overview. I can assure that it really does work. Everyone I know that is in the business that know what they are doing does 6-7 figures. While that is a huge range, much comes down to how much one scales (acquiring data/assets) and effectively managing the infrastructure that comes with scaling.

If this is all new to you, one of the best ways to get started is by generating real-time co-reg. It's easier and less costly to get up and running and you will learn all the basics and marketing aspects of the business. Which then when you decide to start acquiring data/scaling, it won't be as overwhelming compared to trying to do everything all at once.

    Anyway, something to think about.

There is no best network. I would just sign up to as many as you can and see what they have to offer. Also keep in mind that some networks have some offers set to private and you need to ask to find out about.

Some things to keep in mind...

Always split test offers that are the same type, but different advertisers. I have seen huge difference in conversion rates that where as much as 300% increase. This can make a tremendous difference to your bottom line!

I also split test the same offers between networks just to make sure that there is no significant difference, which once in a while happens.

Many networks will have a monthly budget for an offer or may cap the amount that you can generate per week. So if you have an offer that is working really well, it can't hurt to have it from more than one network. Then if their budget or cap gets hit, you can switch over to another network and continue promoting the offer. I have had this happen many times.
