CPA Marketers Running Fake Authority Sites

I've been running some skin care offers through search PPC recently and have come to realize that a majority of my competition is running fake, misleading pages. These pages are using big name logos such as People Magazine, U.S Weekly, etc. Every link on the page, the header, the menu, all go to cpa offer..

These guys are using quotes and images of celebrities like Oprah Winfrey, Dr. OZ, Ellen Degeneres making it appear as if they recommend and back these products, which they don't. Some serious misleading and false advertising going on. The thing is, whoever is running these pages (I'm assuming alot of people) are probably making some big money and these pages probably convert like crazy.

Upon further research, I found that these various sites have been running for YEARS. How have they not been sued, or shutdown for leveraging celebrities and using fake quotes/testimonials. One of these pages is even running on GOOGLE PPC as we speak. Absolutely crazy.

Is it possible to get away with running a site like this by just placing a disclaimer stating that the entire site is a hoax?

I'd like to hear some other's opinions on this.

It is somewhat discouraging when I have been trying to run an honest campaign for months now, with little to no results. Unfortunately it is probably very difficult to compete with someone that is leveraging celebrities and big names to promote these offers.

What gives?

    Well, this is certainly a moral question. There are certainly various ways to promote cpa offers, some people will try to sell anything under the sun without any substantiated proof or validity. If your gut tells you this is something wrong, then don't do it. There are other ways to promote offers...Like you can set up your own women issues related blog and promote cpa offers with e-mail follow up. Or you can go guns blazing and promote things by misleading and false assertions, but as ya'll know the law of universe will come and bite you in the you-know-what.
