FB Video Ads 20% Text Rule

Trying to wrap my head around how Facebook's 20% text policy applies to videos. How it's been explained to me is:

With the 20% text policies for video ads, it only applies to the thumbnail or first slide/image. The thumbnail is able to be adjusted if your first image is over 20% text.

My questions within this are:

Do square FB videos have thumbnails? My understanding is they play automatically meaning they wouldn't use one.

Would this mean than that you would look at literally the first frame or first few seconds and define that as the 20% text rule meaning after a second you can go into full frame text, or should you aim to keep the entire video under 20% text?

Essentially, how would they define "the first image?" On a square video?

    I think the whole rule makes no sense and is one of the dumbest things I've ever heard of. That's why I never have and never will advertise with Facebook. Not to mention many people have come out with videos where they argue a pretty good case that those ads may not be completely "on the level." I have no proof so that's all I'll say about that.

    Be very careful with FB ads. Big waste of time and money IMO.
