I own a forum and i post viral news and other stuffs. Is there any penalty that google might give me because of my duplicate posts.

    Not really, but if you are just copying content from other places without permission to publish it you are infringing on their copyright. You may get a DMCA notice sent your way and if it is sent to Google as well, then they might ban your AdSense account.
