I do not think there is a site needed to get approved into CPA networks. But, since you have asked here is one of the site a member of this forum reveals on one of his blog:

Also, you do not need a VPS plan to get started with CPA.

Any website will do. A blog about yourself is even fine.

As for a vps it really depends on the amount of traffic you are driving.

If you are just starting, a shared web hosting plan is all you need.

I recommend not creating your website for a particular CPA network. Make it perfect for your visitors and if some CPA network don't like it simply use another one. It is not difficult to be accepted by a network if you have a great website. In fact, it is difficult for the networks to find publishers with great websites.

A blog can work perfectly fine for applying to CPA networks and is pretty inexpensive to set up.

I would just go with cheap shared hosting at first, as you probably won't need anything beyond it and no sense wasting money. You could always upgrade or move later on.
