Do specific demographics on Facebook have a higher CPC?

I am running a FB campaign where the CPC was around $0.45 for women between 45 - 55, when my campaign settings were for 10-60 all genders. So, I set up a new campaign targeting these low CPC group of 45-55 year old women. However, the CPC tripled to over a dollar!

Is this normal? Do they penalise you for choosing a specific demographic?

    So your question is not about demographics or audience characteristics. And in a country or an offer. Possibly just high CPM due to market competition
