There isn't one "best" network as each has their pros/cons. Each network serves their ads differently, have different demographics of users, have different marketers running their ads (i.e your competition), and minimum deposits.

TrafficVance has a higher initial investment of $1000, but they have a LARGE network with 40-50M unique users. Take a look at this Blog Post for more TV demographics (TrafficVance - Demographics & Tips|Mr Green)

MediaTraffic is a bit smaller in regards to userbase, the start up is $200 or $250 (I signed up a long time ago so I don't remember exactly)

DirectCPV is only $100 startup, not as large a user base, BUT, and this is big...their ad serves are interstitial ads versus pop-ups/unders with the other networks.

I've had campaigns profitable on one network but a loser on another network. Some of the high-traffic networks like TV have big players depending on the niche, so you might face stiff competition and get into bidding wars.
