can i use blogger to promote cpa offers

hi,
i want to know can i use bloggers to promote my offers, i have bloggers in some niches , and because i am a newbie i wish to promote a lot of offers and i don't want to spend alot of money .also i can make a good seo for them
is that a good idea?
