It is a method for hiding (cloaking) the referrer URL of your traffic source so that the CPA Network/Advertiser can't see where your traffic is coming from.

DMR is not 100% effective.

I use prosper202 to track and cloak my all of my campaigns.

Double Meta refresh basically hides the referrer URL. It is really effective in ensuring that you your traffic sources and strategies are protected and will also prevent commission theft or your visitor going to the referrer site.
