having a site is how most networks judge you on your traffic and if they will accept the traffic you are sending,.

even if you start a blog most will accept you so long as the traffic you send is white hat.

Which networks have you applied to?
    Which country are you in?
Did the networks give you a reason why they rejected you? If not, did you contact them to ask why you were rejected.

Networks don't generally accept publishers from certain countries due to fraud rates so it maybe your location.

Yes, you need a basic blog to show you have a website.

Then you need to start with the easier CPA networks. Some of them will let you in instantly. Need to also have contact details so they can get in touch with you, email, phone number etc.

You don't. If you start with the easiest CPA networks, you don't need a blog or website at all.

You certainly don't need a website, even major networks like neverblue and maxbounty will accepet affiliates that don't apply with a website.

It's all about leveraging the experience you already have in the industry, have you sold through clickbank? promoted other products? run ppc campaigns before?

Be honest in your application, let them know you don't have experience in CPA but you have experience in A,B and C and you have colleagues making good money in CPA and want to add an additional income stream.

If they believe you can make the network money they will give you a shot.

    Hi,

CPA Networks are being picky now. They want "quality" affiliates. For eg. To be an affiliate of Hydra Network, the person must already have a minimum monthly sales of $10,000.

Some are much easier though. With a web site, you stand a better chance of getting approved by them. Start off with a free web on Blogspot or Facebook Fan Page. For content, Cut n Paste articles from articles web site.

Check out the links in Williamrs' post. Very good guides there.
