No, in my sense its not true.

The only way to truly know is to test it, it depends on what you are promoting but the colour scheme may have an effect. Personally I think other details such as copy, call to ation, images e.t.c. will have more of an impact but it's worth you throwing out a few tests.

A white background under the text makes a difference because it is easier to read the words of the article. And if it is easier to read, more people are going to stay on the page and the site. And then, ultimately, the conversions are higher.

Can they? Yes, would I ever generalize like that - no..
Tests have been done and often a white background is considered more trustworthy.. as always this is something that needs to be tested over and over again
