The best sites that I am aware of when looking for FREE offers to promote are clickbooth and commission junction. There are a bunch of companies on the 2 that sell free trials, products for reduced prices, and sample products. At clickbooth, most companies pay on a per lead basis, while at commission junction, some will pay on a per lead or per sale basis, and some will pay for both. Two other sites you might check are the Spider Web system, which offers free sign ups to people and some of the programs that you can join and promote through the spider web marketing system are free to join while others will charge a few to join, along with Global Domains International, which offers a 7 day free trial to new members (though they don't pay you until your sign up actually signs up for a web hosting plan and upgrades to full member at the end of the 7 day free trial). Most CPA networks have freebie offers. If you haven't already, try joining some and I think you'll be pleasantly surprised. If you join the really good ones, you'll have an affiliate manager that can point you at which offers might work best for you.
