Start a CPC,CPA... Network

AD NETWORKS

Hi,
In my country internet advertisements haven't grown yet. There are just some CPC Networks here which really pay low. Do you think it could be possible to start a CPA, CPC... network here? If yes is there a script I can buy for the website?
