Well, it's basically fraud since those "leads" will hardly convert....it's fake/crap leads.

You have personal experience of that GeorgeR ? (possibly a very tiny minority are scammers or email blasters definately not the majority of people who use the service either way). Also you're assuming the op is wanting to use MTurk for this purpose!! There are a great many different jobs offered on it.

In my experience it's academic instititions and large survey type companies that use MTurk for micro jobs.

No it's not "good"...sooner or later they will can your CPA account since NONE of those leads will convert...EVER.
