Maxbounty and Peerfly.. I was a newb and got in. Make sure you use a domain email address. Makes you look more professional..

Peerfly,PKM, CPAway, Adscend media are good for newbies because you get in pretty easy if you show that you know something about aff marketing.

EWA, AboveAllOffers and Neverblue don't accept newbies so easily, you need to have somebody to recommend you or to demonstrate that you have some experience and knowledge.
