PPC versus $ pay per 1000 followers/likes

Hello Warriors!
Me and a friend are launching a company where advertisers can give content they want to be shared and publishers post a link to that content on their facebook pages and twitter pages for money.

So we've been discussing ways of monetization and one of the ways is through a regular PPC system - meaning each time the link to content is clicked - the publisher gets a few cents.

The other way we are thinking is a pay per 1000 followers/likes system, for every 1000 you get paid.. lets say 50 cents for each piece of content you share.
So If you have a twitter page with 5000 followers, then you get paid $2.50

There's a 1% rule in place for that so there must be at least 10 clicks per 1000 followers/likes on each piece shared to prevent spam.

What system do you think would work for our business?

    If I am not wrong, your first model is like Mylikes.com and it is very much famous and effective.

    But for 2nd I am thinking you will not earn much, but surely you will loose, there are lots of people with tons of followers and 50+% are non-real followers.

      Our company is similar to mylikes, but 10 times better.

      This is why we have a 1% system in place. Publishers must get at least 1% of their followers/likes clicking on the post - otherwise we will remove that publisher for spam.

    The problem with pay per thousand is when those thousand aren't real and there is no income generated against the expense
