The best thing to do is own your own offer. How?
Well, if you look at what email submit offer owners do it's really quite simple:
They collect data (email , address, age, dob, etc.)
Send the users to CPA offers and at the same time sell the data to lead brokrage companies via host and post usually+ create email marketing campaigns.
Money made in the front end is used to pay affiliates, and you bank on the backend.
The trick is to find something that workl that will cover your front end cost, than you can go to affiliate networks and pay that money to affilaites. But don't bother going into a netowrk without having something that work with EPC 20% (network margins usually( higher than what you pay affiliates.
