I certainly have heard of offers being pulled. The FCC has been cracking down on blackhat SMS spam which in turn has prompted many CPA companies to frown on it. There are still some SMS friendly companies out there. Look around and speak to the affiliate manager. Let them know how you obtain your lists, etc. and most are willing to work with you on some level.

EDIT: Just wondering which software you are using to send them. Is it a private software or are you using a SMS service online?

The same rules don't apply for informative messages or public service announcements. But as for those messages with commercial intent there are some rules that need to be followed.

I've provided links to the most pertinent laws that are applicable. The most familiar one is most likely CANSPAM...the same CANSPAM you are supposed to follow for email communications.

CAN-SPAM is not the only overseeing law when dealing with SMS marketing. In fact, CAN-SPAM was put in place after the TCPA.

      Hope that helps. Good luck!
