is global matrix media legit?

as i was on affpaying dot com searching cpa newtorks i found global matrix media with 4.98/5 ratings .i clicked on and started filling the publisher's form .and then click submit button and bum my account is already active....!!! i shocked by this. as i was expecting it was gonna take days for my application to be accepted or denied.
what you guys think of this network?

    You're right they are 4.98/5 which is very high!

    Got payment on commissions August althought late.
    Finally got the payment,
    Also here are some errors I see initially...

    - Network's alexa rank is 200k+. So it doesn't do much traffic yet.
    - Its a three word long domain name. Bad branding.
    - The website's design has many graphical errors.
    - Their "Press" blog is a whole separate theme, that won't even let you get back to the original site.
    - Also the fact your application got immediately approved makes me worry about fraud.

    I don't mean to bash on someone's hard work, but just being honest the site needs a lot of work.

    I just don't get it. What is the point of signing up for all these networks that keep popping up?
