Ad frequency will show you how many times an ad has been shown to a person. Usually the higher your ad frequency goes, the lower your CTR goes. This is due to the fact that if a user sees your ad repeatedly, at some point he will start ignoring and is less likely to click it. Banner blindness kicks in.

So you need to monitor ad frequency carefully, along with your other key metrics - conversions, CTR and CPC.

I see. Thanks. Is it average?

Consider ad blindness in your campaign. If too many people see it, lesser people will click on it. 10.5 is really high. I suppose you've been running the same ad for a week already?

It's good to constantly create new ads to engage more people. Having the same ad there too long will affect your CTR. For example, 1 campaign with similar headline, ad copy and 5 different images. Constantly split test to know which ad performs well so that you can scale it in future.

I never run it one week continually. Just want to see what are going to happen. But you are right, creating more ads that can engage more ppl. Right now, I just don't want to affect this ad's impressions.

Instead of same ad, launching few similar ad for your product could be effective. But if you feel you have already get the appropriate effectiveness and don't want to affect the ad's impressions, thats also good. However to me the frequency rate 10.5 seems ok.
