Looking to create a Incentivized Web App

Hi guys, Im a newbie on this. I'm looking into creating my own Web App like AppCasher, Free My Apps and Free Daily Apps.

These Web Apps are like GPT sites they reward members for downloading mobile apps and in return the members are rewarded with points. The user saves up for points to cash out either PayPal, Amazon GC or iTunes GC.

What I need to know are:

1. Where or Who can I find to create a web app like the ones mentioned above?
2. Where can I find a script for those web apps? Can I use Shiftcode or Clixscript?
