First start with URLs - then roll out with keywords and keyphrases. In my experience, URL targets convert better. But either way, you should always test and track your targets.

LeadImpact uses keywords on url match.
As that said, for example you're targeting keyword like iPad on LeadImpact.
And when that the user land on a url with "iPad" on it, e.g. example.com/xxxxxxiPadxxxx/xxxxx
it pop ups your offers, but targeting keyword would greatly reduce the amount of incoming traffic.

I`d agree with mr lim and also test , Testing is the only thing which can tell you what works and what not

I would first rotate various similar offers to determine the best converting before I would start tracking down to the domain and keyword level.

It is also recommended to test both (urls and keywords) and at the end of the day you will see which targets perform the best.

I simply prefer targeting URLS than keywords. Keywords works best in PPC.

Try to target urls with goal destination pages like sign up pages, about us pages, etc.

This way, you'll have more chance of being seen by people who are most likely to take specific actions than by sending them all to high traffic main urls.
