I never got a clear answer for this question

When I got into cpa network , I asked a question but no one gave me a clear answer :
If an offer is allowed to be promoted by email , is this mean I can promote using others email lists ( paid solo ads ) , or it is restricted to my email list , and do I have to exclude the suppression email list , or it will be excluded by the publisher and deduct ?

hope my question is clear and find a clear cut answer for it ?

Thanks

most cpa networks will still ask you what's the resource of the email promotion. They will choose whether or not you can get the traffic from paid source and not your own subscribers..

I asked him , but he didn't say " No'' , but after I asked about suppression list , he said " ok , for that reason I would recommend to send to your list only "
Very confusing , and I'm afraid to tried and got banned

There is no clear answer. As was stated, whether or not you can promote a network's offer via email depends on the network. Some of the offers at PeerFly can be promoted via email, but we only allow double opt-in lists. A lot of networks are fine with SOI as long as you use a suppression list. Everyone's policies are different. You need to ask for clarification from your affiliate manager

          Exactly.

But when there is a suppression list it's highly advised that you use it. This way you won't generate bad leads and the advertiser won't block you.

This offers should be sent to your own list. Emails that you have collected yourself.

Really your best bet is asking your AM, but typically this means that you are allowed to promote that offer via email marketing (ie. build your own list and email the users offers)

do solo ads and other peoples lists to build your own list...then send them to your offers.

yes most offers will be fine, but talk with AM first to be on the safe side.
