CPA Networks- What are they all about?

I want to promote a bunch of CPA offers I found on offervault.com. I have never done this before. I am wondering what the nature of these networks is. All of their applications seem to have "rigorous" requirements.

Here is my question.

Do these CPA networks require you to promote an offer from day 1 upon being accepted and always be running one of their offers?

I just applied to 3 networks but still haven't built the SEO site for the niche I'm looking at. I want to see if I get accepted into the network first. Is this proper thinking?

    Because there are so many people out there trying to scam and fraud offers, CPA Affiliate Networks need to have strict requirements to try and combat and prevent that. The lying that goes on in applications is unbelievable.

    You're never, ever required to run any offer from a network where you've been accepted and have an account. If a network AM tells you that you have to, run as fast as you can away from that network.

    It's better for you to have your site up and running before applying to networks so that the people reviewing your application can actually see where you'll be promoting their offers, if that's the route you're taking.

      The fraud and scams on offers that users do are many and varied. A few examples are, they use VPNs to create IP addresses to make it look like they're from the U.S. One person will do the same offer over and over again. They use fake or stolen credit cards on offers. So, to try and prevent this fraudulent activity, networks have strict requirements and review processes that an affiliate has to go through before being accepted. Of course, I'm not going to list here what our review process entails on Campaign Creatives.

    IT depends on the network, last time i signed up to one for an offer. The affiliate manager aded me on skype for a little talk and i was approved. Just a measure of security.

    I feel like you are new in the industry. To be on safer side I'd suggest you to first do some research about networks and learn how things work here !

    Most networks will give you some leeway, however if you don't login to your account for a few months they may deactivate your account or reach out to see if your still interested in working with them.

    Often networks ask for your website URL, but just explain to them why you don't have one and tell them on how you plan on driving traffic to their offers you should be ok

    I've never encountered anything more frustrating than trying to join CPA networks. Everything that has been said on this thread is not true. Getting in is a HUGE PAIN IN THE ASS. I've applied to about 10 networks and talked to one on the phone and been denied by everyone even though I told them I'm an honest marketer who is looking to start running CPA offers. What are they afraid of? Me being in their network could only increase their sales...
