IP Address Database

Does anyone know of a reliable source to buy an IP address database which can be used to create an online service?

Maxmind and ip2location seem to be for internal use only, so any suggestions would be very helpful.

I believe the IP Database are changing all the time. All you can get is a snapshot.

I use this one: Justin Cook's Blog – Determine a visitor's location by their IP address!

It's from 2006 but it's still accurate today.

  Its using ip2location, however if its that old I can't see how it could be accurate at all.
