    I doubt that there is no legit networks to work with warez traffic.

    Try to look for networks that allow incentive traffic.
    Maybe they work with warez.
    Try adworkmedia, not sure if they allow it.

      Not entirely true.

      As we know, Mobile Pin Submits are all over "junk traffic", especially internationally.

      And a fair few of the companies which are mentioned below infact work as brokers for offers on a CPA basis.

      You would be surprised at the % of revenue of many networks that run this sort of traffic.

      However, if in doubt, always ask your rep at the network for clarfication on a particular offer.

      So far as verticals - look to Mobile Pin Submits, Free to Play Games, and possibly casual dating.

    NikiPink, Epom market is CPA network. Also they have CPM/CPC basis as well... and what is more important, they will accept warez/filesharing sites. And rates for those niches are really high.
