Adwords bans ALL CPA marketers in a heartbeat.

You are better off going with Bing Ads.

You can do it, but you need to pretend that you are real business. Collect emails.

I think he is referring to CPA bidding, not CPA marketing.

On Adwords you have to start out with CPC bidding. If within 30 days, you get 15 leads, Adwords will give you the option to use CPA bidding. They give you a suggested target CPA to pick, say $15, based on your past performance.

You don't have to use their suggested CPA, you can say you want to bid a $10 CPA. However, you may end up receiving less leads if you go lower, and may end up having to raise your target CPA to get the same volume you got before.

The target CPA isn't a guarantee. You may end up paying a $20 or $25 CPA. Sometimes it works ok, but you have to check it and do maintenance on your account from time to time. I think manual management is usually better.

It's more of a feature for people who don't want to spend a lot of time tweaking their account.

As far as "CPA marketing" on Adwords, yes you can do it so long as you follow their policies. They don't allow low quality/ shallow sites, direct linking, and the typical methods.
